On November 20, 2025, Huajin Aramco Petrochemical Co., Ltd. announced that its fine chemical and raw materials project in Panjin, Liaoning, had completed over 50% of main construction. The joint venture is co-constructed by relevant enterprises with a total investment of 83.7 billion yuan. It will build a 15 million tpy refining complex, 1.65 million tpy ethylene, and downstream high-end chemical units using advanced technologies, focusing on high-end polyolefins and aromatics. Scheduled for commissioning in 2027, the project is expected to generate over 100 billion yuan in annual revenue, building a refining and chemical integration base in Northeast Asia and deepening in-depth cooperation between China’s refining sector and crude oil resources in relevant regions.
